Forms and Requirements for International Students
International Student Enrollment Requirements
F-1 and J-1 International students must be enrolled in at least 12 credits every semester.
- 9 of the 12 credits must be in-person or blended.
- Students must attend in-person throughout the entire semester
- Students must have classes in both 8-week sessions to avoid gaps in enrollment.
F-1 and J-1 International students must maintain satisfactory Academic Progress. NWTC’s academic progress policy requires students to maintain a grade point average (GPA) of 2.0 or higher. If a student’s GPA falls below 2.0 for two semesters they may face academic dismissal.
Mandatory Health Insurance
The United States health care system is very well-equipped to take care of you, but it is also very expensive and complicated. NWTC international students will have a hold placed on their account preventing them from enrolling until they upload proof of health insurance every semester. Students must enroll in health insurance through the following website www.uhcsrinternational.com and submit proof of purchase in order for the hold to be lifted.
Travel Request
F-1 students who will travel outside of the U.S. for a temporary absence must obtain a travel signature on their I-20 before leaving the United States. To request a travel signature, complete the Travel Request form located here: International Student Forms – Fill out form
This form must be completed at least 2 weeks prior to your departure.
We recommend F-1 students have the following documents when re-entering the United States:
- I-20 signed by NWTC Designated School Official on page 2 within the last year (for continuing students) or within six months for students on OPT
- Valid Passport (valid for at least six months)
- Valid F-1 visa
- Evidence of Financial Support
- Copy of Enrollment Summary
- Name and Contact information for NWTC DSO who signed your I-20
- EAD and letter form current employer (for students on OPT)
Change of Program
F-1 students are required to make academic progress toward their program indicated on their I-20. If you would like to change your program or start a new program after graduation/OPT you must complete this form and receive approval PRIOR to making a change. Complete a Change of Program Request here: International Student Forms – Fill out form
- Change requests are reviewed by the DSO committee every OTHER week. If approved, international admissions will cc new academic advisor and student requesting to submit an academic plan.
- When academic plan is received, email admissions to add new program.
- Student may need to upload a new Proof of Financial Support Form
- Submit a bank statement or letter on official bank letterhead showing at least $25,000 USD (dated within 60 days).
If someone else is funding your studies, they must complete the Financial Support Form and upload it with your application.
Program Extension
If you will not finish your program by the end date listed on your I-20 you must request a program extension.
To request an extension, you must:
- Complete the Program Extension Form here: International Student Forms – Fill out form
- Send the following to international@nwtc.edu:
- Updated bank statement
- Financial Support Form
This process must be completed 90 days before your I-20 expires.
Reduced Course Load Request
International students may request a reduced schedule if one of the following applies:
Documented Medical Condition
A Medical Professional must complete the Medical Reduced Courseload form. The completed form must be emailed to international@nwtc.edu.
Last Semester of Studies
Complete the Reduced Course Load form request here: International Student Forms – Fill out form. Responses are reviewed every other week by DSO committee. Will CC advisor on response.
Initial Academic Adjustment Difficulty – Contact DSO

Early Withdrawal
If an you would like to leave NWTC earlier than the date on your I-20, you must notify NWTC immediately. Complete the Early Withdrawal Form located here (these are reviewed every OTHER week): International Student Forms – Fill out form
Remove International Student Status
If you have had a change of Status and no longer plan to attend NWTC as an International Student, complete the form labeled "Remove International Student Status" here: International Student Forms – Fill out form
Driver's License and Wisconsin ID
Most F-1 visa students can drive in Wisconsin for up to one year using their home country’s driver’s license. See a list of approved countries on the Department of Motor Vehicles (DMV) website.
F-1 visa students who are in Wisconsin for more than a year and plan to drive a vehicle must apply for a Wisconsin driver’s license. International students who do not drive but would like an identification card can apply for a Wisconsin I.D. card. This may be helpful for providing identification in the U.S. while being able to leave your passport behind in a safe place. Follow the steps below to apply for a driver’s license or state I.D. at the DMV.
Complete an application
Complete a Wisconsin Driver’s License application or Wisconsin Identification Card application.
- If you have a Social Security Number, write it on the application
- If you do not have a Social Security Number, let the DMV staff person know that you do not qualify for a Social Security Number. Only F-1 students who are legally employed qualify for a Social Security Number. The DMV will continue to process your application without a Social Security Number.
- Check the box stating you're a temporary visitor.
Bring documents to the DMV
Bring the following documents to the Department of Motor Vehicles:
- Valid passport with visa
- I-94
- I-20 with at least 6 months remaining in your program
- Proof of residency such as a NWTC enrollment summary with your current address
Take tests for driver's license
If you’re applying for a Driver’s License, you will need to take a vision test, a written test and a practical test of your driving skills.
Pay fees
Driver's Licensing Fees and State ID fees can be found on the Wisconsin DMV website.
Social Security Number and ITIN
A Social Security number is intended to accurately record your earnings in this country. International students in F-1 status have permission to work on campus and are eligible for Social Security numbers. (Note: there are limitations to this permission – consult an international student advisor for details.) Students in J-1 status are eligible for Social Security numbers as long as they have the J-1 sponsor's permission to work.
Do I need a Social Security number?
Social Security Numbers (SSN) are needed for:
- Employment – You must have an Social Security Number in order to work in the United States.
- Internal Revenue Service (IRS) Forms – All students and scholars in F-1 or J-1 status who are non-resident aliens for tax purposes are required to fill out an IRS form every year even if they have no U.S.-source income. A Social Security number or ITIN is required on IRS forms. For additional information about these requirements, please consult the International Programs Office.
- Driver's License- Although at this time Wisconsin does not require that you have an SSN in order to obtain a driver's license, it will in the future – based on Wisconsin’s Department of Transportation information.
Social Security Numbers are NOT needed for:
- Class Registration
- Banking – F- and J-visa holders do not need a Social Security number to open a bank account or for most other financial transactions. The bank may ask F- and J-visa holders to fill out Internal Revenue Service form W-8BEN to prove that they are exempt from the requirement of providing a Social Security Number.
How do I apply for a Social Security card?
- You must have a job offer and an employer verification letter to be eligible for a Social Security Number.
- Contact the International Programs Office by email, internationaladmissions@nwtc.edu, or stop by in person with your job offer and employer verification letter.
- Take the letter you receive from International Programs to the Social Security Office in Green Bay, along with:
- your job offer/employment verification letter
- application for a social security card (page 5 filled)
- I-20
- most recent I-94 (click 'get most recent I-94' at the top of the homepage, then fill in the information from your passport)
- passport
- Once you receive your Social Security card in the mail (usually in 1-2 weeks), take it to the Welcome Center in Student Services (SC240) to update your student record. You must also show it to your campus employer. You may not begin work without your social security card. You do not need to bring the card to the International Program's Office.
What is an ITIN?
An ITIN is an Individual Tax Identification Number. This number is different from a Social Security number used by individuals earning a U.S. income and filing a U.S. tax return. This number is an alternative option for students and/or dependents who earned income during the tax year, but are not eligible for a Social Security number. It is also used to identify the dependents of the person filing a tax return. There are only a few cases where students and scholars can claim dependents on their tax return. If you are eligible to claim dependents on your tax return, contact the International Programs Office.

International Student Transfer
Starting at NWTC is a smart first step — and it does not have to be your last. An NWTC Associate Degree can transfer toward a Bachelor's Degree at a four-year university, often saving you time and money on your path to graduation.
How to Transfer:
- Apply to the school or schools you plan to attend.
- Once admitted, you and the new DSO must complete the Transfer Intent Form together.
- Include the new DSO's email address on the form and let them know they will receive it by email.
- After your Transfer Intent Form is received, NWTC will transfer your SEVIS record to your new school.
- Your new school will issue a new Form I-20 once they receive your SEVIS record.
