NWTC District Board begins new term with new leadership and trustees

The Northeast Wisconsin Technical College (NWTC) District Board of Trustees is beginning a new term with changes in leadership and representation from across the district. The Board elected new officers, welcomed two new trustees and recognized the reappointment of one returning member.

"Our District Board reflects the strength of the communities we serve," said NWTC President Dr. Kristen Raney. "The experience and perspectives our trustees bring help ensure the College remains connected to students, employers and the region's evolving workforce needs. We're grateful to welcome Chet and Collin, congratulate Dustin and Ross in their new leadership roles, and thank Jeff for his continued service."

Leading the Board

The Board elected Dustin Delsman as chair and Ross Loining as vice chair.

Delsman has served on the District Board since 2022, representing Brown County. He is a business representative for Plumbers & Steamfitters Local 400, and very active in the local community. He also serves on numerous regional workforce and skilled trades organizations throughout Northeast Wisconsin.

Loining has served on the District Board since 2024 and is the information technologies director for Kewaunee County. A technology leader with more than two decades of public sector experience, he also serves on several county technology committees and is co-owner of a Green Bay-based audio and lighting production company.

"I'm honored to serve as chair of the NWTC District Board and continue working alongside such a dedicated group of trustees," said Delsman. "Together, we'll remain focused on supporting student success, strengthening partnerships with employers and communities, and helping ensure NWTC continues preparing the skilled workforce our region depends on."

Representing Communities Across the District

The Board also welcomed two new trustees, Chet Lamers and Collin Pomplun, and celebrated the reappointment of Jeff Rickaby. All three will serve three-year terms through June 30, 2029.

Lamers joins the Board as an additional member representing Brown and Outagamie counties. He serves as director of operations at the Mulva Cultural Center in De Pere and previously spent 14 years with the Wisconsin Technical College System. He is also active in several civic and education organizations throughout the region.

Pomplun joins the Board as an elected official member representing Shawano County. He serves on the Shawano County Board of Supervisors and several regional planning and advisory committees while managing the athletics department at a Shawano sporting goods store.

Rickaby was reappointed as an additional member representing Florence County. He currently serves as Florence County coroner after nearly three decades as the county's sheriff.

The NWTC District Board of Trustees provides governance and policy direction for the College, helping ensure NWTC continues to meet the educational and workforce needs of communities across its district.

About the Appointment Process

The District Board Appointment Committee is an independent committee made up of the county chairs representing each county within NWTC's district. Appointments are made in accordance with the committee's Plan of Representation, with consideration given to geographic representation, occupational categories, and the diversity of the district's population.
