NWTC District Board
About the Board
Northeast Wisconsin Technical College is one of 16 districts that operate within Wisconsin in a statewide plan for vocational, technical and adult education. The District serves all or parts of nine counties in Northeast Wisconsin around the bay of Green Bay. It is governed by the District Board.
The District Board has exclusive control over the policy-making operations that govern the District. The Board is responsible for developing policies in accordance with educational needs of the people to be served by the District, furnishing the financial resources by which the educational programs are run, and performing other responsibilities as prescribed by state statutes.

Board Members
Dustin Delsman, Chair
Employee Representative - Term Expires June 30, 2028
Dustin Delsman is a Business Representative at Plumbers & Steamfitters Local 400. Prior to this appointment, Delsman completed a 20+ year career at Tweet/Garot Mechanical. He graduated with honors from the Building Trades Journeyman Steamfitter Joint Apprenticeship Training Program in 2004 and has since obtained eight advanced certifications from NITC, NCCCO, EPRI and the UA. Delsman has taught in the apprenticeship program since 2012, completing the United Association Instructor Training Program (ITP) in Ann Arbor, MI in 2016. Delsman has served for over a decade on two Local 400 committees, the Defined Benefit Pension Plan Committee (Chairman), and the Fox River Valley Education Foundation Committee (Treasurer). Additionally, Delsman serves on the Bay Area Workforce Development Board, the Fox Valley Workforce Development Board, Wisconsin Paper Council Workforce Relations Committee, Wisconsin Building Trades Council Communications Committee, and the North East Wisconsin Building & Construction Trades Council.
Ross Loining, Vice-Chair
Employee Representative - Term Expires June 30, 2027
Ross Loining is the current Information Technologies Director for Kewaunee County. He has served in this role for the past 23 years. Prior to his current role, he was a Network Consultant for Heartland Business Systems in the Valley. Ross has also worked for the Marshfield Clinic on their Information Technologies team. He holds Certifications in Microsoft, Novell, Citrix and more. He currently serves on the Broadband and Land Information Committees for Kewaunee County. Ross is co-owner of On-Stage Productions, a small Audio and Lighting Production Company in Green Bay, WI.
Gerald Worrick, Secretary
Additional Member - Term Expires June 30, 2028
Gerald Worrick is the retired President & CEO of Ministry Door County Medical Center in Sturgeon Bay, Wisconsin since 1987. He holds his Bachelor’s in Biology and his Master in Hospital and Health Care Administration from St. Louis University. He currently serves on the American Health Association and the Wisconsin Hospital Association Boards as well as a fellow of the American College of Healthcare Executives. His local commitments include the Town of Sevastopol Town Supervisor, the Rotary Club of Sturgeon Bay, and the Door County Economic Development Corporation.
Jeff Rickaby, Treasurer
Additional Member - Term Expires June 30, 2029
Jeff Rickaby serves with the Florence County Medical Examiner's Office and previously served as the Florence County Sheriff, having held that position 28 years before retiring in October of 2018. Mr. Rickaby received his Paramedic and NFPA Fire certification from Northeast Wisconsin Technical College. He obtained his law enforcement certification at Fox Valley Technical College and in 2014 received Certified Public Manager credentials from U.W. Madison. Mr. Rickaby was re-elected to the office of Sheriff ten times spanning nearly 28 years of service to Florence County and 39 years as a Police officer.
Cathy Dworak
Employer Representative - Term Expires June 30, 2027
Cathy Dworak is Director of Community Outreach & Player/Alumni Relations, Green Bay Packers. Ms. Dworak has her Master of Science Degree in Management from Cardinal Stritch University, her Bachelor of Arts in Management Communication from Concordia University, and her Associate Degree, Marketing/Fashion Merchandising from NWTC. Ms. Dworak oversees Green Bay Packer donation requests both in-kind and monetary, players and coaches’ appearances, alumni relations, NFL programs, community events, Football Outreach, and Make-A-Wish visits. Cathy is involved in various boards throughout the community. Cathy serves on the Board of Directors for Make-A-Wish of Wisconsin, Habitat for Humanity, and The Angel Fund for Children with Cancer. She also serves on a variety of community committees which include: Family Services Green & Gold Gala, University of Green Bay Phoenix Steak Fry, Brown County Golf Classic, and Brown County Honor Flight Committee.
Emily Miller
Employer Representative - Term Expires June 30, 2028
Emily Miller is the Superintendent of Oconto Unified School District, a rural district in northeastern Wisconsin serving approximately 930 students. She leads a team of 150 professional and support staff, both full- and part-time, and has proudly served the district for the past eight years. Originally from Illinois, Emily now calls Wisconsin home and is passionate about expanding access to high-quality education, advancing student-centered leadership, and strengthening connections between schools and communities. She is an active member of several county-level committees, including the Oconto County Library Services Board, the Criminal Justice Coordination Council, the Oconto County Children’s Community Options Program, and the grant approval committee for Funds for Greater Green Bay. Emily brings a collaborative and pragmatic leadership style shaped by both policy engagement and day-to-day operational experience. Her background in education, combined with her hands-on management of a diverse workforce, offers valuable insight into the current employment climate—making her perspective especially relevant to regional workforce and training initiatives.
Collin Pomplun
Elected Official Representative - Term Expires June 30, 2029
Collin Pomplun serves on the Shawano County Board of Supervisors and manages the athletics department at a sporting goods retailer in Shawano. He also serves on the county's Broadband Task Force, Highway Safety Committee and the Eastern Central Wisconsin Regional Planning Commission. Pomplun brings experience in local government, community planning and regional collaboration, providing valuable insight into the workforce and educational needs of communities throughout the district.
Kelly Robinson
School District Administrator Representative - Term Expires June 30, 2027
Kelly Robinson is the current District Administrator of the School District of Crivitz. She completed the Superintendent licensure program through Concordia University. She earned a Master's degree in Educational Administration from Marion University and a Bachelor's degree in Special Education from UW-Whitewater. Kelly has worked as a teacher, principal, and superintendent in public schools for 15 years.
Chet Lamers
Additional Member - Term Expires June 30, 2029
Contact Chet Lamers
Chet Lamers serves as director of operations at the Mulva Cultural Center in De Pere. Prior to joining the center, he spent 14 years with the Wisconsin Technical College System, supporting technical education and student success across the state. Lamers also serves on the Town of Ledgeview Zoning and Planning Commission, the Green Bay Area Catholic Education Board of Trustees and the Notre Dame of De Pere Site Advisory Council. His experience in education, community engagement and nonprofit leadership strengthens the District Board's connection to the communities it serves.
